HUD Fair Market Rent Data: FMR by ZIP Code, FY2026

Every year HUD publishes Fair Market Rent figures for every US housing market: one number per metro, and in many metros a separate number per ZIP code. This page shows real rows from the FY2026 release, explains what each column means, and links the full 51,895-row dataset as CSV.

Snapshot: these figures come from HUD's FY2026 revised FMR and Small Area FMR files on huduser.gov, downloaded 2026-09-06. HUD recalculates FMRs every fiscal year, so the numbers move annually. For any decision that carries consequences (signing a lease, setting a payment standard, underwriting a deal), pull the current file from huduser.gov and treat this page as reference.

What the columns mean

One number to know when working with these: housing agencies set voucher payment standards somewhere between 90% and 110% of the FMR. So a $2,670 2BR FMR in ZIP 60614 backs a payment standard of roughly $2,400 to $2,940.

SAFMR vs standard FMR

Under the standard approach, every ZIP in a metro shares one metro-wide FMR. Under the Small Area FMR (SAFMR) approach, HUD sets a separate FMR for each ZIP. HUD applies SAFMRs in metros where rents vary a lot block to block, which includes many large metros in FY2026.

The difference is not subtle. In the Los Angeles metro, ZIP 90001 carries a 2BR FMR of $2,220 while ZIP 90210 carries $4,350. Same metro, same year, both published HUD numbers, a gap of over $2,000 a month. A metro-wide figure would hide that spread; that is exactly why ZIP-level rows exist.

Two parsing notes from working with the raw files: some areas, notably parts of Texas, fall back to state or national minimum rent floors in HUD's methodology, and the published numbers already reflect that. And ZIPs in a non-SAFMR metro all repeat the metro FMR on their row, so identical numbers across neighboring ZIPs are expected, not a bug.

Three ways people use this data

  1. Tenant budgeting. Compare an asking rent against the FMR for that unit size in that ZIP. FMR sits at the 40th percentile, so a rent well above it signals an above-market ask (which can be fine for a nicer unit, but you should know that is what you are paying). Remember the FMR already includes a utilities allowance.
  2. Investor comps. Scraped listing rents swing with what happens to be advertised. FMR gives you a fixed government-calculated benchmark per ZIP per bedroom count, useful for sanity-checking a pro forma, screening markets by rent spread, or judging whether a listing's rent claim is plausible.
  3. Housing program reference. FMR is the number housing agencies use to set Housing Choice Voucher payment standards, and SAFMRs are the ZIP-level version in participating metros. Tenants and landlords in the program use these figures to estimate what a voucher covers where; the free FY2026 rent sample shows the same release as a 20-row sample table across 20 metro areas.

All three are reference uses. Anything with legal or financial consequences should be checked against the current official HUD tables and, for voucher work, the local housing agency's actual payment standard.
