What FMR means: Fair Market Rent is HUD's estimate of the 40th percentile gross rent (shelter rent plus utilities) for standard-quality units in a local market. Housing agencies use it to set payment standards for the Housing Choice Voucher program. Amounts below are monthly dollars, exactly as published.
